Paroled sex offender residing in New River
by Brian DiTullio

NORTH VALLEY – Do you know who your neighbors are?

The Maricopa County Sheriff’s Office recently sent out notification that a convicted sex offender out on parole has taken up residence in New River.

Brandon C. Cutrone, 36, of 47710 N. 23rd Ln., was convicted of attempted child molestation and sexual abuse in 2003, according to MCSO. He was sentenced to four years in prison and now is on lifetime probation. The press release states Cutrone’s female victims were known to him.

Cutrone is listed by MCSO as a Level 3 risk, meaning he is considered a “severe” offender with the “highest” risk of re‑offending.

There are three levels of risk assigned convicted sex offenders, with No. 3 being the most likely to re‑offend.

Because Cutrone is on parole, he is not wanted on any offense at this time, and MCSO emphasizes that threatening or intimidating paroled individuals is unlawful and will not be tolerated. Unless court ordered restrictions exist, convicted sex offenders are constitutionally free to live wherever they choose, according to the Arizona Department of Public Safety.

Mark L. Stone, a convicted sex offender living at 2559 W. Roughrider Rd., New River, was recently arrested and charged with seven felony sex‑abuse and related offenses involving a minor. The Desert Advocate was unable by press time to ascertain whether Stone remains in custody or has been released pending further court proceedings.

Other convicted sex offenders reportedly living in the Desert Hills/New River area are:

Donald C. White, 35812 N. 14th St. in Desert Hills, convicted of sexual conduct with a minor, considered a Level 3 risk.

William Jr R. Edwards, 815 E. Joy Ranch Rd., Desert Hills, convicted of attempted molestation of a child, considered a Level 2 risk.

Douglas M. Canada, 2233 E. Joy Ranch Rd., Desert Hills, convicted of public sexual indecency, considered a Level 2 risk.

Randy L. Boyse, of 44905 N. 11th Way in New River, convicted of indecent exposure, considered a Level 2  risk.
