Residents reject Carefree Highway proposal
Change in general plan will bring more commercial development to Cave Creek

CAVE CREEK – Amid overwhelming and widespread criticism, Cave Creek is revising its proposed rezoning plans for a parcel along Carefree Highway.

“People felt they were getting dumped on, that most of the open space was going to the area north of them,” said Cave Creek planning director Ian Cordwell. “They weren’t opposed to the potential for commercial development near them, but they didn’t like the possibility of multi‑family dwellings going in.”

About 70 people attended an Oct. 5 public meeting held at Cave Creek planning commissioner Ted Bryda’s residence. They strongly expressed their opposition to proposed land use changes.

The town wants to rezone state land within its boundaries in order to match its 2005 general plan. Once the land is rezoned, the town and the Arizona State Land Department plan to engage in a density transfer.

Essentially, the state would allow the town to annex 8 3/4 square miles of mostly state trust land west of town to 28th Street and north of Joy Ranch Road. Cave Creek, in turn, would rezone 320 acres along Carefree Highway to allow for commercial and, possibly, multi‑family use. That parcel is owned by the state land trust.

 

Cordwell said the proposed multi‑family units would likely be condominiums with a starting prices in the range of $600,000. “At those prices,” he added, “it’s highly unlikely we’d be attracting the riff‑raff.”

Revised plans for the 320 acres just west of the Whispering Hills subdivision and south of Cloud Road will be presented to the town’s planning commission at Thursday’s meeting. The proposed changes are scheduled to be reviewed by town council on Nov. 6.

How would the town benefit from the transfer?

Cave Creek would get to preserve about 4,000 acres of state land as open space in the Rogers and Apaches washes and in Willow Springs. The state, in turn, would be able to command a higher sales price from developers for the Carefree Road parcel because it would be zoned commercial. Cave Creek would also gain increased sales tax once businesses are established in the rezoned area.

Cordwell said the new plan will reflect public input and discussions with the state land department.
